The value to look for is the Specific Fuel Consumption, which is the ratio of thrust obtained over the fuel consumption. Evidently, the higher the thrust one gets from the fuel used, the more efficiently the engine converts fuel into propulsive force; but the SFC changes as a function of the engine regime and environmental conditions.

Another gage of engine efficiency is the thrust to weight ratio, which measures how efficiently the hunk of metal that makes up the engine is able to produce power.

Those values tend to get better over time (engines from 50 years ago are much less efficient than today's latest design), and also tend to get better with larger engines (if it was not the case, we'd use 2 small engines instead of 1 larger one).
